Washington Park receives $5M for garage, outreach reception planned

The State of Ohio's Development Financing Authority Council has awarded $5 million through its Urban Development Loan program to help pay for a 450-space underground parking garage in Over-the-Rhine's Washington Park.

The garage is part of a $47.3 million redevelopment project by 3CDC and the Cincinnati Park Board that will also include an event lawn and stage, a centerpiece fountain, picnic tables and seating, a dog park, children's playground, walkways, restrooms, a concession building, and new lighting and irrigation.

In June, Cincinnati City Council approved a $14 million financing package that included $11.5 million in bonds, $2 million in City capital funds, and a Green Demonstration Program grant from the Metropolitan Sewer District of Greater Cincinnati.

On August 3, Council's Livable Communities Committee will vote on a zoning change for the site from single-family and multi-family residential to a planned development district.  The City Planning Commission approved of the rezoning at its June 18 meeting.

If approved by Council on August 4, construction could begin next month, with completion in November 2011.


Outreach reception

This Thursday, Skanska USA Building and D.A.G. Construction will be hosting an outreach reception for prospective bidders, with the goal of opening the process to more small-, minority-, and women-owned businesses.

The reception, to be held from 4 p.m.-6 p.m. at , will give contractors the opportunity to network with the project's developers and market their company.

3CDC is starting to make me feel nervous. A parking garage in Washington Park? I get how much they have done for the city and that redevelopment of OTR is going to require some gentrification but history has shown benevolent dictatorships to be unstable.

Classic - the parking garage is going to a buried garage, much like the one at Fountain Square, and thus will have a small footprint. It will allow OTR to further become a destination of choice while easing the burden on streetside parking. There are other decisions about the Washington Park remodel that I can see being unhappy about, but the parking garage is something I've heard no one else complain about. What specifically makes you nervous about the garage?

Thanks Dan. Bluntly, I forgot it was a buried garage and you are correct about the off street parking.

It's not the garage that makes me nervous - it is the far reaching power and influence of 3CDC and their board members. Right now, for the most part the public good and the aims of 3CDC are in tandem.

What happens when that is no longer the case?

Cincinnati is a vulnerable city. It is not large enough to absorb the impact of personal agendas like a NYC or a Chicago. Much of our current issues, especially regading transporation and housing, are results of individuals furthering their own resumes and influencial circle ometimes at the expense of what is best for the city (ie: stadiums).

Just want reassurance there is real transparency in what 3CDC is planning for our city.

I know there is a lot of worry around 3CDC and how they do what they do. It is a lot of power for one group to have but so far they have done a good job.

I say keep it up

I am all for 3CDC. They are improving this city because no one else would. Finally someone in this pathetic apathetic society is actually DOING something. If you can't fix the problem yourself someone else will fix it for you leaving no justification to complain. The complainers have had years and years to get some program together themselves which they didn't or couldn't do. So now, rather than pulling up a chair and watching enormous assets decay beyond belief, 3CDC picked up the ball, inflated it and is running with it and I hope they continue running. At least they have the balls to DO something. More power to them.

I am all for 3CDC as well provided they are transparant with their long range goals, where their money is coming from, and who is on their board.

Classic - pretty much all of the information you're looking for is easily available on 3CDC's website at www.3cdc.org . They are primarily funded by corporate donations and their board is comprised of execs from local companies as well as UC, the local United Way, Children's Hospital, etc. 3CDC was formed based on recommendations from the City of Cincinnati Economic Development Task Force.

While you can certainly fault 3CDC on some of their approaches (not enough community input into OTR projects, not enough market-rate / low income apartments built), 3CDC is in fact a very visible organization with a wide array of local stakeholders that is pretty transparent. In my opinion, it's more effective to critique 3CDC's actions and future plans than it is to raise vague, Illuminati-esque doubts about the organization in general.
